On July 10, 2018, PROVÍAS NACIONAL awarded URCI CONSULTORES S. L. SUCURSAL DEL PERU the Consulting Process contract to draft the Final Study of the Project for the Construction of La Oroya Avoidance Road. The contract (090-2018-MTC/20.2) was signed on August 9, 2018 with a budget of S/3,098,498.94 and a duration of 210 calendar days.

The stretch subject of study runs between Morococha, Paccha and Santa Rosa de Sacco Districts, in the Yauli Province, Junín Region. The corridor where the infrastructure is located is in Peru’s Cordillera Central, composed of valleys and plateaus with an altitude of over 3,500 meters above sea level.

La Oroya Avoidance Road begins at about km 145+000 on the PE-22 Route, located around 2 km from the entrance to Nueva Ciudad de Morococha, and ends at the junction with the PE-3N Route, around km 5+900 on the detour of La Oroya – Las Vegas Road, in the vicinity of Shincamachay.

The purpose of the 27 km long avoidance road is the general relief of long-distance traffic currently circulating within La Oroya, a situation caused by its strategic position, where the following national roads converge:

• PE-3N or Longitudinal de la Sierra Norte, whose trajectory extends from «La Repartición La Oroya (PE-22) to Vado Grande (on the Ecuadorian border)».
• PE-3S or Longitudinal de la Sierra Sur, which runs from «Repartición La Oroya (PE-22) up to Puente Internacional Desaguadero (Bolivian border)».
• PE-22 or Carretera Central, whose trajectory runs from «Emp. PE-1N (I.V. La Menacho) to PE-3N (Repartición La Oroya)».

The design to be developed for La Oroya avoidance road connects PE-22 Route (Carretera Central) with PE-3N Route (Longitudinal Sierra Norte), bypassing the aforementioned city in such a way as to relief the urban area from the circulation of long-distance traffic coming from:

• North-East area branch: where the towns of Pase, Huánuco and Tingo María are located.
• Branch towards the East area: where Tarma, Chanchamayo Valley, San Ramón, La Merced, Satipo, Mazamari Oxapampa, Pozuzo, Villa Rica, lscozazin, Puerto Bermúdez, Ciudad Constitución and Pucallpa are located.
